STATE LAWS

Section I.
The Fundamental State Laws.

1. The Russian State is unitary and indivisible.

2. The Grand Duchy of Finland, while comprising an inseparable part of the Russian State, is governed in its domestic affairs by special institutions on the base of special legislation.

3. The Russian language is the State general language, compulsory in the army, the navy and in the all state and public institutions. Local languages and dialects using in state and public institutions is defined by special laws.


CHAPTER I.
On the Essence of the Supreme Autocratic Power.

4. Supreme Autocratic power belongs to the Emperor of All-the-Russias. Obedience to His power, not only out of fear but also for the sake of conscience, is ordained by God Himself.

5. The person of the Lord Emperor is sacred and inviolable.
